That was the intention (they're compared directly in universe) but there's are functionality gaps that Primaris hasn't covered. No melee-only gravis for assault terminators, no jump pack primaris for assault marines. The open secret is we're getting our jumppack primaris next year along with gravis terminators.

The terminator arm shoulders are a little wider than normal primaris, but the heavycessor pads can still fit over relatively comfortably. However, if you cut/sanded down the shoulders a bit that would also help. The terminator armour is held in such high regard because of its limited numbers and not being able to manufacture anymore units, while gravis armour is the primaris equivalent is still being built and doesn't have the same history invested in each suit.
